Steffen Blomberg The Realisation of Offshore Wind Park Projects in Germany - Political Environment, Legal Framework Andbankability Implications


According to the German government's new energy concept that was recently introduced, renewable energies shall replace fossil and nuclear energy sources step-by-step. The offshore wind energy sector plays a key role in this new energy strategy, and shall contribute the major share of renewable energy to the future German energy mix. The purpose of this study is to examine and evaluate the applicable conditions that have to be considered by project developers and investors when realising an offshore wind park project in Germany. Firstly, it analyses the political environment for the offshore wind energy sector in Germany. Secondly, it gives an overview of the most relevant German legal statutes determining, inter alia, the establishment of wind energy priority areas, the applicable German feed-in tariff scheme, and the necessary approval process for offshore wind parks to be erected in the German exclusive economic zone. Thirdly, those potential bankability issues and financing challenges are discussed that an offshore wind park project planner might be exposed to when trying to secure a debt financing for such a sophisticated and capital-intensive project.

The wind energy industry in Germany has an excellent global standing when it comes to the development and construction of wind turbines. Germany currently represents the worlds largest market for wind energy. The ongoing development of ever more powerful wind turbines plus additional requirements for the design and construction of their offshore foundation structures exceeds the actual experiences gained so far in the various disciplines concerned. This book gives a comprehensive overview for planning and structural design analysis of reinforced concrete and pre-stressed concrete wind turbine towers for both, onshore and offshore wind turbines. Wind turbines represent structures subjected to highly dynamic loading patterns. Therefore, for the design of loadbearing structures, fatigue effects – and not just maximum loads – are extremely important, in particular in the connections and joints of concrete and hybrid structures. There multi-axial stress conditions occure which so far are not covered by the design codes. The specific actions, the nonlinear behaviour and modeling for the structural analysis are explained. Design and verification with a focus on fatigue are adressed. The chapter Manufacturing includes hybrid structures, segmental construction of pre-stressed concrete towers and offshore wind turbine foundations. Selected chapters from the German concrete yearbook are now being published in the new English «Beton-Kalender Series» for the benefit of an international audience. Since it was founded in 1906, the Ernst & Sohn «Beton-Kalender» has been supporting developments in reinforced and prestressed concrete. The aim was to publish a yearbook to reflect progress in «ferro-concrete» structures until – as the books first editor, Fritz von Emperger (1862-1942), expressed it – the «tempestuous development» in this form of construction came to an end. However, the «Beton-Kalender» quickly became the chosen work of reference for civil and structural engineers, and apart from the years 1945-1950 has been published annually ever since.

Since winds at sea are stronger and more consistent than onshore winds, the demand for offshore wind turbines has increased over the last years. As energy can be produced more efficient in deeper water, several floating offshore wind turbine constructions, such as the OC3 Hywind spar-buoy, have been proposed. The design of floating wind turbines depends on the simulation of the system behavior caused by exciting forces. This thesis deals with the comparison between different methods for calculating wave forces and resulting platform motions of a floating offshore wind turbine. On the one hand, wave exciting loads computed with Morison's equation are compared to the hydrodynamic forces simulated by the open source code FAST on the basis of the diffraction theory. On the other hand, response motions of the floating structure are simulated by the commercial offshore software SESAM in the frequency domain and compared with the motions calculated by FAST in the time domain.

The researcher estimated that 195 offshore installations will undergo decommissioning in Malaysia by the year 2025, with a growth of offshore decommissioning activities equal to 244.4% over a ten-year period. Nevertheless, Malaysia has not yet promulgated any national decommissioning regulations for the oil and gas (O&G) industry - it only relies on the guidelines provided by its national oil company (NOC) PETRONAS. However, both these guidelines and the current Malaysian oil production-sharing contract (PSC) appear to be lacking guiding principles, and seem to be allowing international oil companies (IOCs) to escape their legal and financial responsibilities associated with offshore decommissioning.
